How to check if a PSC is offline and German?

I'm a little new to the PSC market. Would someone mind helping me.

I am just wondering how to determine whether a PSC is German or not and if it's offline.

PSC Offline = Codes/Numbers

Online paysafecards start with 1, so 1XXX-XXXX-XXXX-XXXX
Offline paysafecards start with 0, so 0XXX-XXXX-XXXX-XXXX

this is not true... if you buy paysafecards online they usually start with 0

if the psc is offline you can tell him to give you a picture of the paysafecard. if there are german sentences you can be sure its from germany ;)
