You just need 5 cards to get the anchoring capsule.

You don't need all Cards in the Card-System. Only 5 Cards to get Surfboard-Anchor.

Strange it's not working for me xD, opened it as admin, selected card hack, opened s4, got quite a lot of cards, still won't let me~

EDIT: By a lot of cards i mean i have everything but S
