damage = (damage*10)/100;
the easiest way :D

Like What abdou said that's a good way
go to any skill
find damage
if it was written like this
Damage = (damage*10);
add after (damage*10) a Division Sign [/] like this and add your number till u reach your favorite skill attack :D
