This game is about altogether 3 main characters, which could influence each other's actions by - amongst others - their own behaviour. According to Benzies, Rockstar planned to make each character available from the start on, but after some time the developers noticed, that this won't harmonise well with gameplay and story.

Thus it might be possible to hustle things on by becoming friends as soon as possible.
