If someone scammed me and i have proofs that he did it , can a moderator to take out the red tbk and ban him ?

Skype are not proofs.
If you traded via Skype, epvp won't help you.

Go to the police and say, that they need to contact [Only registered and activated users can see links. Click Here To Register...] to get the IP of the User.
