Sorry for this silly question but if I don't have debit or credit card am I able to use paypal, I mean accept money/ spend money etc..

There is way to spend money and get it on paypal but you can't lift it up in rl

I think u can connect ur card to pp, u can always try- nothing to lose. I think it will work
