Cipher in this case is a noun, though. According to Wikipedia, "In cryptography, a cipher (or cypher) is an algorithm for performing encryption or decryption—a series of well-defined steps that can be followed as a procedure to describe any encryption transformation, regardless of whether it is encryption or decryption."
The important part is the encryption OR decryption... in this case, it means both.
If it was a verb, then you'd be right :P
