You CAN NOT be fully protected from DDOS.
All you can do is lower the damage.

any vps that will protect you or at list will do there job cost (600$ = 4500$) with protection, idk how many pps but it will be allot
if you want something basic but having small protection then (150 - 250$)

Not what I meant. I meant maybe you should focus on making a good server instead of focusing on hosting a server, otherwise hosting it will just be a waste.

proper ddos protection is simply not feasible for a conquer private server. You'll be spending around 10-20 times as much per month for something that shouldn't be a problem in the first place.
If you're going for lower end protection that is actually affordable then you'll still have problems as soon as ddos attacks go beyond the most minor test cases.
As said, focus on making a server worth playing first. I'm 100 percent confident you've yet to accomplish that seeing as you can still barely manage an intelligent sentence.

The best protection you can have against a ddos attack is the community's appreciation and respect for your work. Not many people are going to ddos a server that actually cares about open-source development, their players, the community, and true entertainment. Most people ddos servers because of the selfless or leeching attitude of the owner (not saying that's the case).
