Ich würde mal jetzt behaupten, dass er die DSETUP.dll im Warrock\data Ordner editieren möchte.

Ist eine System datei diese du nicht ändern kannst, wird von jedem Game im Patcher verwendet.

Include hierzu: #include <dsetup.h>

DSETUP.dll is the Direct driver preloader and it is for the game itself required, to initialize D3D Systems.
The launcher actually does not get in touch with that directly.
And the most facepalm in your post was <dsetup.h>. WHAT THE FUCK! Could someone please explain him? I'm too disappointed to do it....
