How to buy cheap RP by mobile payment

In the forum of league of legends trading there are lots of people selling cheap rps that they buy by mobile payments. Could someone of you explain me how to get that cheap rp? Where do they buy that sims?

they buy cheap sims at some Websites i think.
If you need more Informations you can ask an RP Seller or not?

They normally refuse to answer cause they want you to buy from them instead of knowing how to buy by yourself
