[HELP]Problem with server connect

Hi, everyone.
I'm creating Action 9 server, i was doing everything by the video.
but i get 1 error:

The server applications are not able to connect to the database correctly.

Check your configuration files and ensure that they have the correct SQL login information and make sure you have the OBDC connections set up correctly as well.

You mean ODBC Connectios?

i have only 1: account,
do i need others? like: billing , cash , character?
