As i know, you can do it by editing the ddj file of the dress and re-coloring it in "Photoshop"

3D Dress = BSR.

Just open the DDJ, edit it and then put it back.
Same goes for the mobs and buildings.

Get the DDJ File from the Dress you want, use DDS to DDJ Converter (You can convert DDJ to DDS and DDS to DDJ)

Use Gimp or Photoshop to edit the DDS File, once done just convert it back to DDJ and put it back where it belongs...

This probably doesn't even take 5 Minutes ...
