Response Time Exceeded problem

Ok i entered ip correctly and disabled all firewall.
So i go log in and whem im loged in i go chose char then select server then ok then black screen about 10-20 sec and it says
"Response Time Exceeded "
Anyone can help me?

server full or server down

or server is starting up
or you logged in when server was starting

Loged in when server finished startin up :/

Check all ur IPs. My friend had this problem, and he had his IP in one of the server files with a mistake.

IP's are good as i told before checked it like 20 times.
