I was looking a little in the client and noticed the action.dat that hasn't been touched since 2003 and I wondered what it is holding inside since it is decrypted.
Any ideas?

It links action ID with strings.
Sit,
Wave
Dance
etcetc
If you edit the client models to support new animations then you could likely create new action ID's to link with the animations and you'd have support... you'd also need to edit the actions window so that you can actually USE the actions but whatev's.
