question about proxies

if i know someone in US can i use his Ip as proxy ? .. and if i can how do he can find out what's his ip and port ... and how can i use it ? :)

Hello, Vindictus removed the site login and i was just trying ProxyCap with a proxy that i think it's working

Anyway, when i logged in (from the .exe) (i started proxycay at the loading bar) it gave me this error, have you any idea about that?
