my own server creating

hello all.
I want to create my own server,for me only(1 people play on it ,and it's me).
I want to have 9ep version of game on my server.Also would like to have admin privelegies(changing drop/xp rates,removing prices on cc items and etc...)
Is it all possible?and if possible tell me how pls.
