If you don't have knowledge about IIS, I would recommend you, to use another webserver.

idk any thing about webserver so if u can help me this and how to add a web i well be thankful because i need only to run the server

Check the actions on the right hand side. From the screenshot you have shared, I can clearly see "Add Website..." link =)

Do not forget to set the port of the website as 8080 for billing server.. If you ask for the entire setup I recommend you to check Zikor's guide on setting up 1x vsro server.. there is a section there which mentions about the stuff you need to do for IIS.

Google what? "How to fix IIS?". I bet you'll find a solution for his, as he called it, "problem" .
