There's a number of public sources near current patch (that will at least get you logged into the game).
Using that information and the current client you should be able to create or upgrade a source to fit your needs. As far as 'bugs' or unfinished features are concerned... well that's your job when running a private server.
You should just assume that setting up a private server to a state where it's worth hosting publicly that you will spend a few months at least. If it takes less time then that then chances are very high your server is not worth playing. Either it's a public source that works fine but is identical to every other server out there OR you haven't taken enough time to properly test everything that players will encounter and it's not ready for public consumption. Either way you need to take the time to do things properly if you want to be taken seriously.
