I have a level 106 Water Taoist. My plan is to go water-war-pir. The thing is, I'd like to go ahead and reborn at 110, but then I would be missing out of the attribute points from 110-130. Is there a way of getting them back if I do reborn at 110?

no
but as i know its level 120 minimum that u can get reborn. The thing your talking about is reincarnation where u use oblivion dew. In that case if you are already a 2nd reborn character then get reincarnated once you hit level 110 all the attribute points will be restored to normal meaning if you got reborned at level 130 you will get as many attribute as a level 130.
