In Photoshop:
The easiest method is to take the brush, pick a color (in this case some yellow) and put some dots (soft brush) on the picture (all dots on its own layer). Then put the layer mode to screen. But you can also use lights (from gfx packs or google) and also apply it in screen mode

hmm. u could try to place a yellow dot at the corresponding point on the work space, blur it out a little bit, lower the opacity and maybe u should choose another layermode.
