depends on what you mean but yes you can do virtual hosting by using virtual machines
vmware - Virtual PC 2007
virtual machines works like a normal machine. but than virtual.
what you need to do is create an virtal HD and installing the software you need like
windows xp/vista - appserv
just know that you can't use a client in a virtual machine. but the server should work perfectly

thats also possible but for those you'll need to pay at last i don't know any hoster that does that for free and i know that they are pritty expensive. but yeah thats possible.
