How do i put GM Mod on?

I want to make a GM server. but some commands like /kill or block. I dont want that kind of commands to be used by normal people.
How do i do that?

Back in the times of the rain files it was just changing them with a hex editor in the game file, as far as I remember.
I can't tell if that still works...

Or make a CMD file and put it in the "channel1 - channel x, game99" folder.
