The newest Servers are on Silkroad - R but like the poster above me already wrote. You have a limited time to play.
The newest Server on I - Silkroad is :

Iam playing there and there are thousands of players.
but 90% of the peoples are level 101+.
No1 disturbs you at low levels, but the real fun begins with level 101.
Another good thing is, that you will find Taxis in every Areas.
Lvl 1- 76 in 2 Days
lvl 76-90 in 10 Days
lvl 90-101 in 14-15 Days
lvl 101-110 in 24-26 Days
Total time from lvl 1 - 110 = 52 Days (~ 8 Weeks).
like i wrote above you will get free Taxis till lvl 90 without paying anything :)
There are Ongs / Planars /Donwhang - Cave/ Worms / Niya Snipers / Jangan - Caves free Partys all the time.
At 90+ join a guild and let them level you at Alexandria :)
EDIT:
I-Silkroad and Silkroad - R are the same.
Silkroad - R requieres lower Exp but you have a limited playing time.
All other things are the same.
