SOS Rates Not Working

Let start off by saying, I have used Google and the search function. I've tried every guide and query. But I cannot get the SOX rates to work.

I edited the tables in _RefDropClassSel_RareEquip several times. I've tried many rates: 1, 10, 100, 1000, 10000. Yet I still cannot get SOS drops.

Is there something else I'm missing?

I also tried changing "Rarity" to 3 in RefObjCommon, didn't work either.

do you use D14 DB from Evolution?

Default clean database, with some basic edits (stacks etc).

I think I may have fixed it.

I changed all Rarity to 3 (_RefObjCommon). Then I went back into _RareEquip and changed all of my rates back to 14.99, and then multiplied by 10. I think it has to be a multiple of 14.99 to work properly, because now I'm getting some SOX drops.
