Any way to get Cabal Online Files?

I have a question. Is there any way and legal way to get the Files for hosting a Private Server from Cabal?
I would host a pServer but I must know where I can get the Files. Have I pay for them? Or can I download them?

A legal server wouldnt be a private server, anyway you would have to buy a license, believe you wont be able to afford.
