Where i should write if i was scammed?

I was scammed by some user who looks very trustworth.

I can make screenshots from Skype and Private Messages here on forum. I want ban for him, i didn't requested a trade cause like i said he look trustworth as hell - know, it's my bad.

Can anyone help me?
