Guy was suppose to give me dbs 4 hours after payment, and told me he would be in contact and its been 8 hours.. Should i file a claim with paypal or give him another 14 hours to complete the transaction ?

Yes - if I were you I would definitely file a complain via paypal.
You will get your money back and his account might be blocked or even banned.
