That's card pack which you get ONLY and ONLY with Developer Achievement.

In other hand, REGULAR Car Card packs dosen't include the Veyron.

I know its NOT Vitaleks...

PERFECTW0RLD is a Developer. He already have the Bugatti without make driver score... i bet he will get the second Bugatti on 5000 score.
If it was Vitaleks maybe can get Bugatti with cheat engine like a car changer...
but this one have the Bugatti permanent and the Developer badge and DEVLPER Licence Plate
