1. There is a guide on how to edit the shops.
2. It's a URL shortcut in the client when conquer closes it automatically opens it.

You can't make an "Official" thread unless you're a moderator. Also, you cannot make an official question an answer thread on a patch number. You didn't specify a source at all. Also, this thread is absolutely useless. As already stated, there are guides for changing things like shops. This thread is not needed at all.
