Yes, PBDO Dev team made it in C# and VB compiles into the same IL as C#, which makes them identical from this point of view.

C# and VB are both .NET and they are the same from low-code view (IL as stated before).

After all, the answer is 100% YES (as an example, PBDO is in C#)
