l2 server

does anyone know a l2 serv with :
low rates
buffs - from players
npc-buff(some buffs lvl 1)
buffs duration - 1hour or more

i want to play with some friends on a nice serv where u must buy buffs from players not NPC !! someone know 1 serv like this?
