Your fps depend on how demanding the game is.
So if your playing BF3 for example, and just run around in a house you can get alot more fps than if you're on the field. an exploding house, rockets and everything else can make your framerate drop. try to set down the settings a little bit. disabling anti aliasing most likely gives you a higher framerate

You should check the temperature of the graphics chip using HWMonitor, Speedfan, etc.
Take one of those, start gaming and check your GPU and CPU(Core) temperatures after the framerate dropped.

As .Afk stated, if this is occuring when there is more effects being displayed, it can be normal.
Does your framerate go up again after a while ?

Its not a taxing game its Shootmania. Fairly simple. But i have no ideam since apperantly i have 2 graphics cards and i have no idea what the problem is. I should have higher FPS

2 graphic cards dont mean that you are getting more fps. Jeah, a little bit more but not so much.
