BUG? Cape of Phantom

I'm new here, please don't be too harsh. :)

In RO2 SEA, some people says that there is a bug in getting a Cape of Phantom or Phantom Cape (whatsoever).

Do you guys aware about this?
Thoughts will be helpful ;)

one of my guildmate says that the player that is keep getting that Cape of blah blah is keep on Log out-ing again and again then after a few hours BOOM!

Congatulations (Player name) won cape of ......

(how did he know if the player keeps on log out-in? because that player was in his friends lists.)

what guild is that?

NonStop guild know how to bug the cape. and everytime they won they keep on logging out
