[USER_ID] should be something like

$_SESSION['username'];
or $_SESSION['JID']; or whatever do you've so you can complete the payment

I do not think anybody is going to help you commercialize your server, if you can't code your own IPN, you'll have to rethink your idea of running a commercial private server

Before use a SESSION you should define it with a loggin panel .. The best way if you don't have any "login panel" in your web site it's to make something like that :

Code:
<?php
if(isset($_POST['Envoyer'])) { ?>
<iframe src="https://wallapi.com/api/subscription/?key=*****************&uid=[TOCHANGE]; &widget=p4_1" width="371" height="450" frameborder="0"></iframe>
<?php } else {?>
<form action="" method="POST">
<p>Your ID : <input type="text" size="30" name="ID" value="" /></p>
<input type="submit" value="Envoyer" /> <?php } ?>
Sure I'll not give you the full way , you need to learn alone so have fun ( You need to change"[TOCHANGE]" with an other thing , good luck) I didn't test it but it should work ^^
