You have to open the MySql (navicat) at the Database "player" you find a Table; it calls item_proto, you open it.

limittype0 -> 1 (this is that you allows the lvl count)
limitvalue0 -> your Level what you need and want

This was Serverside


Clientside:
you have to extract the locale_de, and there you will find the item_proto; you have to extract this as well.

There will be a XML File; you Open it and Chance the Level:
limittype0="1" limitvalue0="75" (chance the 75; into yours)

Then you pack in the Files and if you login the server you see the Level chance.
