Hello, my problem is not simple (at least for me). I want to fill SpecialExpBall without restriction to be VIP. But I am not finding where to change that. Some can help me? Thankful!

On my server the VIPS 7 may fill many SpecialExpBall want. The other only 10. I want to know where that dumb. For all they can fill as you like!
