Hybrid heal

Hello all,
I was wondering, why the RL10 (I think) healing for the hybrid? For the beggars it's called Fanxian healing, and it heals less than the fast heal and takes 30 seconds to reuse. So why would you use it?

normally that heal would have stayed un affected from the pvp for the US versions but it never came to it

for the Korean version that heal became a VE casting from hybs became useful on those servers but now all heals u could have only best heal is slow and fast one ( slow duo fact it heals more HP ) with the mastery lol
