hovik u need a local webserver.Use [Only registered and activated users can see links. Click Here To Register...] (Download it and install it).Start Apache from the control panel.Open a browser and go on adress 127.0.0.1 and check if your apache server works.
Download the No-IP client and install it.
The No-IP client will ask you to login.Login and then select the no-ip address u want to use for your server.Now go in C:/xampp/htdocs and add your php scripts.

You don't need to disable firewall.Go in start and search for "advance firewall settings",go to "Allow a program trough windows firewall" click add program and go in C:/xampp/apache/bin and add http.exe.
