You cant, the mode is edit client but anyone don't know how to edit it, is better, wait for public emu 4.0 :)

To add new effects, is needed to COMPLETE existing database (3.5, 3.6) and add your colors for make a effect. u need edit the database, but this database is 3.6 Incomplete.

because in patch 3.6 already have the new effects, then this database 3.5 in progress to 3.6, best solution is:

1- Buy Unbugged Server Files or database complete
2- Wait for the public Emu, i'm waiting.

If i'm wrong, please correct it!

i think, a user of elitepvpers have 3.8 server files(but i don't know who), and the emu, lol i really don't know, i think Andrejpica know. :)
