[QUESTION] increase linking rate for one faction for exact time?

Came to such problem when was developing event. I know that at Russian OS was done few times smth like "Happy hours", when admins increased linking rate in 20% for one faction for 2 (for example) hours. It was done not for some kind of hummers, but for all. Also without any maint before and after.
And yes, i was reading forums for all night and haven`t fount answer on that question, so asking maybe someone got that done too.

No, i think it´s isnt possible

1st , It's in wrong section.

2nd , I don't think that possible. but not sure.

it might be possible via a command in the psmserver_mgr like several other stuff is possible to do like that either. But im not quiet sure how they managed it to work only for one faction :o
