You can't do anything with a .DLL file in notepad, you need Ollydbg to edit those.

Well in theory you could find a dll that notepad relies on and proxy that dll to load the desired dll. except that has nothing to do with notepad itself

Well technically you could edit in notepad... but the library would need to be recompiled even if the ASCII representations of the assembly code was right and you saved it.

well you could write a program using notepad (or scrips like .bat scrip) that would run dll (start service) and then double click it.
