How can i create a DNS Server?

hellooo, is it hard to create a DNS server? can someone with expirience to this kind of stuff help me a bit? about creating my own items, downloading serverfiles, changing the stuff that each shop has and all? i will reward him with a BIG thanks and make him GA :D

windows 64 bit sp1
SSD: Samsung 128GB 830 Series MZ-7PC128B
MB: Asrock Socket AM3+ 970 Pro3 GLan Audio Raid
Processor: AMD Phenom II X4 965 3.4 GHz
GPU: nVidia GeForce GTX 650
CPU: G.Skill Ripjaws 8GB DDR3 Non ECC CL9 1600MHz

my internet download speed is a bit slow and i download with 500-600 Kb/s

at least tell me if it does worth it to download all these things to create the server or it will be crap and lagi server?
