It's the StringResource and with a Resource EDITOR you are able to edit the file. The tool to do this is public for about 1 or 2 years...but nobody knows :D
Since the tool was shared by some leechers i won't tell you the link. Simply use your brain and the search button. Some others spent a lot of work in the tools you are asking for without even spending 30 seconds in searching on your own...
