I doubt somebody will powerlevel you with nothing in return.
Hint: Search for academys wich will powerlevel you till 40 for the honour points.

You will not get it for free. I repeat, you will not get it for free. Search for parties of p-lvl at karas or somewhere like that.

I did it for free, just to get the average. So don't say he won't get it for free, there are many people that know the plvl system and really can't be bothered taking people's money, so they give it for free.
