For sure there was/is possibility to create that neck. As far as I know only few players from Zian created Fearless on Training Server and now almost all high lvl critters on Zian server got it. Just tell me how they can have it? HOW?!

maybe the people on zian used the dragscion bug to make their fearless unbound and they just trade it over to their twinks when they get bored of their mains :P

LoL about that... Never heard about making neck unbound with scion bug.. maybe because that bug only made Armors/Pants unbound. And that was kinda stupid answer... Trading necks from char to another one doesn't increase amount of them on server you know...
