Should I get vampire touch as a warlock/cleric build?

that guide is the one i'm following and I think it says to get it or is it just showing all the skills I can get or what..? Or are those actually the skills its telling me to get? Should I go with it?

Yes you should get vampire touch coz it gives Disease status to victims and with that ur debuff will have a lower % of rezist.

yes the chances of debuffing are not 80% but 90% when they have disease on them
