i wanna to know why the gloves and boots don't have the effect of +9?

i dont think is that ... its something else ...

something with item_mesh i think check for it in your share

maybe u messed something in effect_scene or effect_data w/e the glow effect is in.
i think thers more then just one effect in ther for + glows. like inven and equiped effect for it inside u cud be missin one of effects for equiped gear. xD , (idk never had this prob. i seen glow effect in them but just try find them and study em xD)
