Help Me Cannot Connect to my pserver!

Hey Guys i have bought a dedicated server and linked all the Ips in the client, im using a csv client so i edited the chanelist etc. For some reason when i try to connect onto my client it says cannot connect????
Server host is up, server manager is up, firewall is down, Any ideas??
