need help on BYM

i have encountered a cheater/hacker that cannot be banned and he is using 4 accounts now, i dont know what cheat/hack he is using but he destroy main yard using champ olny, and can take over outpost fast even without resources, he can also make instant ultra kit, and his main yard instant repair when destroyed, its been a month but he still can not be banned. we take over his ultra kits with 1M resources each only. please help how to stop this player
