write an email to the support with the code and ask to unlock it for you at Euwest.
already saw a tf pax ingame by a random guy who told me that this worked!

Guy above me is right. Only way to find it in eu w, as the eu w server was released after pax tf was given out. Also i know my offer will be low, however i offer 25$ for it at any time, if you do accept just add me on skype... no need to insult if you don't like it.
